**There… now that we have dealt with those irritating authentication protocols, lets get down to business!
Information begs to be released and I just help it along. Found this perusing a Federal database the other day and thought it TOO good not to share.
A few weeks back I had the “good fortune” of spending some quality time at a little garden spot called Midian City. It’s a good place to send the family, if you aren’t overly fond of them…
During my visit there, everyone was busy passing around a bio-engineered virus, good times.. good times..
I ran across a fun bunch called the Hounds. Interesting guys, if you are doing a study in group dynamics and how they can turn ugly… I saw the lead “Hound” up close while I was .. well, remaining out of the way in the church, while the crisis passed. The little scene that played out was him going after one of his Pack, strangely a female. Came to find out this was his bodyguard. Apparently she had the virus and “The Canis” as I heard he was called, was going to retrieve her. There was some riveting dialogue, during which this lead Hound goaded the female, who it became evident was a vampire, to attack him. He was carrying a length of chain with him and used it to.. choke her unconscious. He then dragged her out of the church.
I had the chance to see he and his pack in action a few times during my stay and even got a name, Damian Rigaud.
So, fast forward a couple weeks and I am back in the world and I start digging into what kennel this Hound came from. Not much there.. even for someone like me.. who can pry out most of the universe’s secrets. But, as so often is the case with research…. Blind luck played a hand. Seems the Feds had an interest in The Canis of the Hounds. So, like anyone else who has had any sense of shame surgically removed, I give you the entry from the Federal Database on open cases.

Information on the subject’s birth records and early childhood are limited at best due to civil unrest during this time and damage to datafiles in the many “Grid Terror attacks” experienced.
Subject was born in Chicago, IL US. Subject’s birth parents were Gordon Winters and Melissa Rigaud, according to hard copy document found. No employment record for the mother could be found although several entries to the Public Substance Abuse Clinic in Chicago Metroplex could be found. When the subject was 5 years of age his mother met and married James Darling. This union resulted in the birth of the subject’s sister Diamond Darling. The subject’s family lived in Federal housing project #261 in the Chicago Metroplex. Subject was enrolled in school and attended sporadically for the next 10 years. His time in school is marked with many disciplinary entries mostly to due with violence towards other students. At age 12 he was involved in a armed robbery with other youths which resulted in a death. He was sentenced to youth correctional facility for 3 years.
During this time the subject’s violence continued refusing to assimilate to the established gang structure in the correctional facility. He was evaluated by staff psychologists as “exhibiting sociopathic tendencies”. One psychologist on staff at the facility worked with the subject attempting to help rehabilitate him. A female doctor, not long in the field but with surprisingly good results. The subject seem to respond to this treatment until he found the session records and the Doctor’s assessment of him. The documents referenced his “fear and abuse at an early age” to the behavior that he exhibited presently. The subject became enraged and would no longer participated in any sessions. Soon afterwards, mandatory release was granted to the subject and he was released back to his family. Two weeks after his release the attending psychologist that had attempted to help the subject was declared missing. Forced entry had been made to her home and signs of violence were evident. She was discovered a month later, alive, in a public pool bound with electrical wire. She had been the subject of long term physical assault. Due to the extended period spent in the pool, no physical evidence could be recovered. Her mental state is listed as “non-communicative” and has to date not spoke intelligibly since.
During his interment, the subject’s mother had overdosed and died, leaving the subject’s sister in the care of her father. The subject’s step-father had barred his return home. During this time no information can be found on the subject’s whereabouts. Six months after the subject’s release from the correctional facility, his step-father was found beaten and choked to death by a metal lamp. The subject’s sister and belongings were gone. Reports taken from routine police investigation describe suspicion of abuse by the father of the, then 10 year old, Diamond.
It was discovered later that Diamond had been moved and enrolled in school under an alias in the Cleveland, OH metroplex. She completed all the way through high school there. Its is believed during this time that the subject supported himself and sister through a variety of criminal enterprises including drug distribution, extortion, armed robbery and working as an enforcer for various syndicates. Of note, during the final years the subject’s sister was in high school two attacks occurred against classmates of hers that the subject is believed to have participated in. Kevin Betcher a senior at the school, had dated the subject’s sister for a period of a few months. An incident occurred at a party where the subject’s sister was publicly humiliated by Kevin Betcher and another classmate Vicki Taylor. The incident involved pictures and video being taken by Vicki Taylor, of the subject’s sister during sex acts with Kevin Betcher. Two days after the incident Kevin Betcher was found beaten to death with a length of pipe. Due to the damage done to the cranium, face and dental, he had to be identified by tissue sample. The same day Vicki Taylor was found naked, wandering in the streets and was rushed to the hospital. She had been sexually assaulted and tortured. Vicki Taylor, was the niece of Metroplex police director and a citywide search was initiated for the subject. The subject eluded capture for several months before being apprehended. Because of the nature of the attack, and the Taylor families refusal to submit their daughter to further trauma, the subject was found guilty of a reduced charge and sentenced to 5 years in a maximum security facility.
The subject availed himself of the information and computer access the prison provided. According to case workers he became obsessed with animal pack structures. Reading all he could on the subject. This interment was as violent as the one in his youth as he went against established gang structures. The subject suffered brutal beatings and attacks for the first 2 years of his sentence. One such attack left the subject in a coma with collapsed lung and multiple fractures throughout his torso legs and arms. He recovered over a period of months in what medical staff deemed a “fanatical approach” to physical therapy. When he rejoined the general population. He approached conflict in a different manner. Although capable of sudden and ruthless violence, he began to demonstrate the ability to manipulate others. Instead of fighting the established structure, he learned to exploit it. The remainder of his sentence was done without incident, although verbal reports indicate that correctional officers believed he was responsible for engineering a great deal of violence inside the prison. His favored weapon during altercations during this time became knives.
Upon his release from prison the subject retrieved his sister Diamond and left the country. Sketchy reports place him in and around places of conflict during the War. Apparently operating as a profiteer he sold weapons, medicine, drugs and other black market items to whomever could pay. The subject operated with a large network of individuals to traffic in this trade during the war, building skills in negotiation. He became known as a straight forward dealer that held to his word. Although, it should be noted that the subject sold to any side of the conflict that could pay according to reports.
During this time Diamond traveled and stayed in safe zones nearby and the subject provided anything she might want. Records indicate she studied some, traveled and enjoyed the clubs and nightly entertainments of the various cities they visited.
Near the end of the War, wanted by Alliance military police for a variety of crimes including theft and assault of military personnel, the subject sold off his remaining supplies and left the region. Surveillance video taken at this time show him traveling with an unidentified dark haired female with pale skin. No positive identification has been made of her, but she is included in all surveillance and reports of the subject’s activities at that time.
The last known report of the subject puts him in Midian City as no extradition exists there, no further action has been taken.
Subject status: File Active.
Active Offenses: Subject currently is wanted for war profiteering, assault on Alliance Personnel, theft of Alliance property and espionage.
Subject Advisory: The subject is very skilled in close combat, knives and hand weapons. He has a working knowledge of most military issued firearms. The subject is highly intelligent and manipulative. EXTREME caution should be taken before approaching. Psychological profiling places him as a violent sociopath. He is capable of extreme control of himself when dealing with others, although reports suggest that his judgment can be compromised. Documented “Episodes” where the subject degenerates to a “homicidal rage” have been documented during his incarceration. During these times he seems incapable of controlling his behavior.
