"War" IMO is not just an overt military operation, its a systematic plan to damage another Group by whatever means possible. "Gang Wars" in RL are most often started over Respect ( you dissed me ) or monetary reasons (controlling a popular corner for one's own crack-dealer or hookers).
IMO...this could be RP'd....especially the OOC stipulation of a battle to control the dope trade or other illegal activity. The emergence of "young turks" vying for position against the established order would make for a handy acrimonious RP ala "new smugglers cutting in on the old smugglers" or "new gang with hookers muscling on on the Dolls territory". This leads to spinoff RP as other groups like the MPD and Mercs get drawn into the situation.
Fear of conflict IC is the enemy of interesting RP. IMO, maybe if we get better at vetting PLAYERS to weed the heavy modders and OOC offenders, we can work on that.
Opportunities for conflict and group RP abound.....Anias is Sarcina so I'll use them as an example. There is a new group making a move on the Vigilante schtick right now....they could either co-operate...or....they could have conflict because of that. The TZ is a source of revenue for them....so should they not have a tad of conflict running with the Milk Bar and Snake Pit?
Opportunities abound if people can get past the OOC constraints and the view that just because a Faction has the OOC portfolio for a parcel of land...that it's off-limits to consider RPing a move against it after obtaining OOC consent.

My 2 cents ...
what is your definition of war?
the last major faction war i remember is the Catwalkers and The Pack which caused holy terror all over both sims ... if you were the unlucky person to be in the vicinity when a of each faction came near each other you were likely to get shot in the cross fire ... gun fights were daily occurances all over the city
now IMO ...
that is no good for anyone ... except the people who enjoy lag and shoot them up MCS battles
Agreeing with Deb in regards to the gang turf type stuff ... i know of at least 4 different groups who sell drugs ... but try to find a drug dealer on the street ... read a post somewhere that said their character was looking for drugs and couldn't find any
that being the case ... who actually knows what each faction does? if you don't know what is being done it makes it tough to be at war with someone
example ... KAOS has drugs ... they flow freely at the Raves ... but how do you get them at other times? ... before we get into just go to Bangkok ... does everyone who goes to a KAOS Rave and get drugs know that they operate out of Bangkok ... no ... which brings us back to ok they have them but how do people get them

Find me...i'm not that difficult to recognize...bright purple hair/ears/tail, and usually some combination of shirt and tie...
I've got fully functional versions of most of the major drugs you could want (even if the legendary midian lag eats the scripting and they screw up sometimes...i recommend using them at home). Coke, Meth, Crack, Weed, LSD/Acid, Shrooms (psycilocybin), Seclimine, Heroin, Nitrous, Valium, and a handfull of others.. If you want to RP that you heard my name dropped and thought i was the guy they were referring to, that's fine...

Basically the same thing you'd have to do in real life, sniff around and ask questions, starting with friends you trust and you may know do drugs, take a few stupid high risk moves hoping you luck out. You can always buy drugs on the street, you will rarely know where they came from or who made them or even what exactly is in them. Real drug dealers, I mean the people that actually manufacture the stuff, they usually keep themselves off the street level altogether, but those interested enough will slowly learn who to ask to get them because they asked around and observed low level distributors.
For instance, you might see Mitz strung out on KAOS synthnip, and you being curious may want to try it, so would ask her and she may tell you where she got them, she might just tell you she could get you some, she may tell you to go to hell, or she might be a nark setting you and others up to go to jail. But no one is going to put drugs in a candy machine and let you put quarters in for a baggy marked with safety instructions and who to call to get more, you gotta take some risks.
How do other factions know who to be in a drug turf war with? That's easy, if you see distribution that is not of your product in areas you deem as your own, you'd have to start asking around in the same ways, only with a slightly different purpose I guess.

A shooting war between major factions would quickly become tiresome for all players in the city, since it would drive all non-fighting RP away from every potential battleground.
If you look at different cities in Africa, the Middle East, and the Balkans, you can see that it's not entirely unreasonable to suggest that there would be factions engaged in a shooting war within Midian. It happens in real life. But in those RL cities where low to medium intensity urban combat is a reality of daily life, people aren't actively interacting with their neighbors, and business at the corner store isn't so good.
Many of the factions of Midian are at war with each other, but it's a lot like the Cold War. On a large scale, the wars are fought with information, misinformation, and propaganda. Just like the Cold War, though, this war goes "hot" sometimes in the form of small skirmishes and wars by proxy wherein the alliances set individuals or small groups up in ambush for each other.
If you want a historical example... take the tension and occasional regional flare-ups of the Cold War and mix it up with the complicated secret alliances that were in place at the beginning of World War One.
